A policing philosophy and organizational strategy in which law enforcement works cooperatively with community groups and residents to identify and address the conditions that produce crime and disorder, rather than relying only on reactive patrol and enforcement. In the United States the 1994 Violent Crime Control and Law Enforcement Act established the federal Office of Community Oriented Policing Services to fund it.
